Rise & Fall: Civilizations at War is the latest work of programmers and designers from Stainless Steel Studios, famous players even with Empire Earth and Empires: Dawn of the Modern World. At first glance, the game resembles Rome: Total War is the Praetorian guard, but much closer to the Age of Empires. On the screen we can visualize huge armies fighting on vast battlefields and the siege of well on fortresses and cities. On virtual strategists waiting four army then powers (Rome, Greece, Persia, and Egypt), which can include command. In addition, there are also soldiers of Babylon, Rev. John Gaul, Assyria and Carthage, but these Nations unfortunately are not playable.
Note: Full version of the game available for download by the manufacturer. It has a built-in advertising system.

'Can it run on Windows 10?'
Do you already have the game ? If you do, I assume it is the disk based version, so have you tried installing it ?
Once installed you should also download and install any patches the game may require.
The game was released in 2006 so there is 99.9% chance it will run on Win10 [EDIT: Maybe not this one, but not due to being
incompatible see Edit below].
However, if it is the disk based version you may need to use a noCD fix/hack due to a problem MS created for gamers
when they developed Win10 ( which they falsely promoted as the 'best gaming Windows ever' ) - DRM Blocking.
I don't have information which copy protection this game uses, so don't know if this game is affected (100's are)
but I have details regarding DRM Blocking in my post at --this thread---
[EDIT: I see this game required an internet connection to play (must be one of the first games that required connection to the publishers
servers to play).
I don't know if this was changed in the patch, but the 'free' download version available on an 'abandonware'
( MyAbandonware ) site is supposed to have fixed this issue.
- I have never downloaded a game from abandonware sites myself, and while some (many ?) may be trustworthy, there is no guarantee a download is not infected by a spyware or malware, but I thought it worth mentioning the internet connection issue as they would
have shut down the servers long ago, so legitimate disk based versions are likely to have an issue.
Civilization 6 Rise And Fall Leaders
The game is not available for download from Steam. Good Old Games or The Humble Store, and the on line issue may be why. ]
