[Solution] Launcher stuck loading...
Here's the solution to a problem I encountered and couldn't find an answer to on Reddit - just for anybody else ends up scouring the subreddit hopelessly and needs to know what to do.
When the Summerset update came out I ran the ESO launcher, but instead of starting a patch as it should have done, the launcher stuck saying 'loading'.
I tried the following:
Restarted launcher
Ran it as administrator
Couldn’t repair game as I couldn't get to that screen
Couldn't verify as don't have the game via Steam
Ran the launcher in compatibility mode
Restarted the computer
Deleted and reinstalled V++
Deleted and reinstalled flash
Deleted documents folder
Uninstalled game
Reinstalled launcher
Reinstalled the launcher via Safe Mode with Networking
Reinstalled on different hard drive
Created a symbolic link

I finally found the solution about five pages into Google search results, by a user namedRaeshlavikon the ESO forums. His advice is as follows, with clarifications in square brackets.
The following is for Windows 8 but I confirm working for the latest Windows 10)
[Download the game launcher installer from the Elder Scrolls website]

Run the downloaded 'installer'
Look in c:Users(username)AppDataLocalTemp (AppData is a hidden directory)~[If you can't see it, go into your Windows Explorer, click view, options, folder and search options, view and change Hidden files and folders to 'show']
Find a directory similar to 'I1427247224' with a date and time of when you did step 1 [sort by date modified and scroll down to the folders]
Inside that directory go to InstallerData/Disk1/InstData - you will see a compressed file called 'Resource1'
Inside 'Resource1' go to $IA_PROJECT_DIR$/src_path
Copy the folder 'Launcher' to a drive and location you can get to (I chose the root of C:)
Inside 'Launcher', execute 'Bethesda.net_Launcher'
The 'Launcher' will update and restart.
Once the 'Launcher' is running again, click the INSTALL button
